Horstead with Stanninghall Parish Council •

November 2003

Police : Sergeant Beeson and PC Grieves attended the meeting to give an overview of policing in the parish - 3 Crimes had been reported since September - two theft and one criminal damage. Attention had been given to Green Lane parking, but no tickets had been issued.

Mr Gurney expressed concern that residents were unable to contact the local officers - all calls had to go through Police Headquarters at Wymondham, where they were graded as to response. This inevitably led to delay and sometimes no response, just the message being recorded.

PC Grieves was, in the near future, moving for duty at Cromer. The Council wished her well, and thanked her for her work for the parish. Her replacement would be PC Roger Peck.

Pond : A reply was awaited regarding Public Liability Insurance to cover the area of the pond and the adjoining site of the Old Reading Room. Mr Smith, has agreed to clear and re-fence the site during the course of work on his adjacent meadow. The Council expressed it's appreciation, as Mr Smith was doing the work free of charge.

 

 


Glebe Way Housing : The Council was still awaiting a date for discussion with Wherry Housing, the Tenant's Representative and the District Councillor Mr A Mallett.

Footpath No 4 : This footpath runs from Buxton Road to the River Bure. Starting at Buxton Road immediately east of All Saints Church and runs to the River Bure. A letter had been received from the Inspector requesting from the Norfolk County Council further details regarding dates and maps that the Parish Council submitted at the time of the original survey, and information from the Parish Council referring to the Parish Council minutes from 1952 until 1970.

Finance : A very favourable report has been received from the Internal Auditor. It was suggested clarification should be sought on Public Liability for the sports ground surface and the Fidelity Guarantee to be increased to £8,000.

Standing Orders : A new set of Standing Orders was adopted. Parishioners are reminded that anyone wishing to address the Council, unless the matter is of considerable urgency or importance, must give at least 24 hours notice, before the Council Meeting, to the Clerk.

TARMAC : It was agreed to hold a Public Forum at the Tithe Barn, Rectory Road , Horstead, at 2.30pm on Saturday, 8 th November, where full plans etc., of the Tarmac Application would be available. There would be time for public discussion, but the Council has already submitted their objections to the application to the County Council. It would not be a formal public meeting. The Council urged Parishioners to write to the County Council on any matters which might still be causing concern, the Parish Council had to submit it's objections by 25 th September 2003 .

 

 

 

 

Mill : Work was progressing on the Mill Pool, Quay Heading etc. The restriction of access was only temporary and in the interest of Public Health and Safety. Further discussions were in hand with the Broads Authority over access to the “Beach”.

Right To Roam : The Common was the only area listed within the Parish Boundary.

Playing Field : Two tons of sand had been spread in the goal mouths to counteract the erosion by water and player's feet. A new set of goal nets would be purchased. Due to a drainage culvert under the aerial runway it was agreed to remove the old supports to ground level only.

Village Gateway Sign : A new village sign and speed limit would, in the near future, be erected by Highways west of the bridge. Coloured surfacing would also be laid on the approach to the bridge calling attention to the 20 mph speed limit in Coltishall (to be approved).
